Hazardous waste requirements apply under the Hazardous Waste Regulations 2005, as amended 2009 as applicable in England & Wales (slightly different rules apply in Scotland and NI and the waste will be classed as “special waste” instead of “hazardous waste”).
Transporting asbestos for disposal is risky business. Only trained professionals should be the one to handle it, and based on the graph that you presented, the measures employed for safe transport of asbestos can only be done by someone who has been given adequate training and license to do so. Thank you for your comment, we hope it is useful too, but I agree it does not negate the need for the proper training required for handling dangerous goods and for asbestos management.
