The major concern is fire risk, especially to air travel, where current aircraft fire suppression systems are not effective to control a lithium battery fire.

For this reason, lithium metal batteries were banned as cargo on passenger aircraft in 2015.

Lithium ion batteries (UN 3480, when packed by themselves) will now be banned as cargo on passenger aircraft from 1st April, in addition to the already planned packing instruction changes.

The cargo aircraft only prohibitions do not affect equipment packed with lithium batteries.

The changes can be seen in the IATA DGR Addendum II and further guidance is available from IATA by way of their updated Lithium Battery Guidance (version III, 2016).
